There's an ambiguity about using the noun "reference" as a verb that is
confusing here. I take it that later in the text you may want to refer
back to the contents, arguments, or authority cited in footnote 1, to
use your example, and make sure that if footnote 1 changes its number
later on because of other additions, the reference to it will remain
valid; i.e. if footnote 1 becomes footnote 4 because of the insertion of
three new notes at the top, you want your reference to refer to 4, not
1. If this is what you're looking for you need to read the WordPerfect
Help file about cross-references, how to mark the Reference and the
Target, and how to Generate the cross-reference after any changes. This
applies to page numbers and figure numbers as well as the numbers of
endnotes or footnotes. When any of these change as you edit a document,
the cross-references to them are updated.
