It certainly would not have been ILS flight checking, as this is done
with all equipment and facilities at max availability. A few years ago
I was involved in a major job on the 17 Glidepath at Belfast
(Aldergrove) airport.
(It's what I do for a living, maintaining, fixing and installing ILS.)
The runway was being re-surfaced and we had to wait until the work was
completed before we could flight check the Glidepath. The reasoning
being that the calibration aircraft (HS748) was doing full approach to
land, wheels down etc, and if something went wrong he just might
actually /want/ to land.
Sound most like pilot training of some sort. IMHO
