Make sure you have the latest usb drivers if possible. You turned on
usb mouse in the bios, crazy question, but do you have the usb ports
enabled in bios? also make sure that the bios assigns an interrupt to
the mb usb ports. The mouse should be plugged in when computer is
turned on. Below is my usb entries in order in my config.sys file. The
usb mouse I tested was on my thinkpad, it worked first time. Of course
the driver was loaded. Since you are not sure which type of usb port is
on the motherboard, use the three loading statements as I show below
(u,o,e). The correct one will work, the others will just not load.

Desktop motherboard usbs usually have two channels if there's more than
one port (usually two external and two internal. My VIA motherboard has
two channels, and you must supply a statement for each channel, or half
the ports won't work. Say if your mb has two uhcd channels, then you
would have two statements to reflect that (BASEDEV=USBUHCD.SYS).

BASEDEV=USBEHCD.SYS
BASEDEV=USBD.SYS /REQ:USBUHCD$,USBOHCD$,USBEHCD$
BASEDEV=USBHID.SYS

DEVICE=C:\OS2\BOOT\USBMOUSE.SYS
DEVICE=C:\OS2\BOOT\USBRESMG.SYS

If you still cannot get the usb to load, look for another device using
the same interrupt, I'm having trouble with a modem/usb card conflict
as both insist on using the same interrupt, and use the same IRQ pin
(INTA#) therefore they do not share. More than likely, this is not a
problem with the mb ports.
