You're close, but you're off. Andrew Cuomo and Gavin Newsom said they will not
accept "the federal government's opinion" about the safety of a vaccine. That 
means that the FDA & CDC can promote a vaccine all they want, but NY & Cali 
will wait 2x as long as people in other states, because their governers are 
sending political signals to voters that the federal government can't be 
trusted. The FDA & the CDC are both parts of the Federal government.

No political figure in New York State has ever been as hated as Andrew Cuomo. 
Not even Elliot Spitzer. Spitzer was the kind of Democrat governor I could
