That was then, and this is now.  If we are attempting to update our
Policy, we might as well do the same with the numbers so as to
reflect the current date and state of FidoNet.

I'll not post another draft until I'm certain it's ready for a vote.
We have come to terms on the finer points, and I am now waiting to
see what odds and ends I may have missed.  Howsomever, if it bears
reposting for the benefit of newcomers...      :)
