The near-universal practice of hospitals giving such care in nonemergency
circumstances even for those who have a track record of never paying their
bills for such care at the same hospital amounts to a guarantee of health
care.
The largest hospital in Greensboro, N.C. does a fortune in freebie care
for deadbeats who aren't poor enough for Medicaid but lack other insurance.
The hospital duns the patient who doesn't pay (and sues if the bill is high
enough), but rarely collects. That's a system of freebie care for the
"uninsured" you care about!
