 IF he has a good line connection YES. BUT that is rare. The typical 
connection with the 33.6 modems is something between 28.8 and 33.6.
We are pushing the limits of Bandpass with Analog Telephone and line noise is 
a big problem. Fortunatly most modern modems compensate for this by lowering
and raising connect speed automaticly to the Maximum allowed by the line
conditions.
