I haven't seen an EFI car built in the last 10 years that doesn't do this.
I know the BF model Mazda 323 (sold everywhere, including the USA from mid
80s to 1989) had it. My 1990 BG model certainly has it.

The biggest problem with buying a car in, say, Europe and importing it to
the USA isn't that the emission control isn't up to spec. The biggest
trouble is that you can't get the same fuel, so the ignition timing etc
(and boost mapping for turbo engines) has to be altered. In some cases Euro
spec acessories don't meet USA specs - in the case of the BG Mazda, the
headlights actually have to be downgraded from the Euro metal reflector /
glass lens to the USA all-plastic model that melts if you try to use a high
wattage bulb/lamp. Some cars imported from Japan have to have the seat
belts modified from single-action to dual-action.
