It depends on whether or not you design the software from the beginning to be cross platform or not. It also means working within certain constraints. For example, using only ANSI C/C++ code. Obviously non- ANSI C/C++ functions are not going to be portable. It also means isolating your core functional code from code that handles stuff such as the user interface. Not hard to do so much when you're starting out, but much harder to do with an existing project... .
