Win 3.1 had a registry too, it is just that Win95/NT apps are supposed to use
the registry instead of .INI files where it makes sense. Also, a 16 bit app
can use the Win95 registry.

This is *NOT* true. Delphi 1.x is a 16 bit compiler that creates 16 bit apps.
It runs just as well as any other windows 16 bit app on Windows 95 or NT for
that matter. Why install in on Win95? Becauase you might need to write 16 bit
apps for clients, yourself or whoever. I have both installed and never had
any problems.

Again, not true. When you upgrade a Win 3.1 system to Win95, one of the
options you get in the Shutdown menu is the ability to boot a previous
version of DOS. If you installed Win95 in it's own directory, you should have
no problem booting the old version of DOS and running windows.
