Not till after congressional elections. If the democrats get a working
majority which given your "People's republic" level of electoral
massaging /gerrymandering may be difficult (assuming huge swathes of
republican incumbents aren't indicted) then they will pick this up in
spades as the President generally can't /doesn't have the power to make up
laws as he goes along.
