Chuckle. Shows how far the PRC has become the thought leader in internal security.
I'm sure lots of Commie Chinese internal security people are laughing &
wondering how come it's taken the US so long to adopt entirely sensible
policies wrt spying on it's civilians as a means of helping "preserve
public order".
