You don't need USB serial driver unless you have a usb to serial adapter
connected to a USB port.

Are you sure you have the correct USB support loaded. There are 3 major
types, 2 for usb 1.1 (OHCI and UHCI) and one for USB 2.0 (EHCI). It depends
upon the USB chipset on your motherboard. There's a chance the chipset is
not supported under OS/2.

Do you have anything else working on the USB controller ?
