Ho hum. Std gov something to hide behavior. Classify it & say you don't
talk about classified stuff.

Fine & good but then

(A) No non dip US intel staff in or passing through the EU coz hey they
could be planning a crime. OK so DIA, CIA etc would have to change planes
in Dubai.

(B) No US non mil (i.e. USAF or USN) intel a/c & any civie a/c
chartered by a US intel org & pretending to be a std cvie a/c should be
seized as breaking std aircraft control rules etc.

It's the only way if friends won't talk to each other.

& any sort of proof (& it will come out, esp if in E. Europe. My guess
is that the next stop will be to see what the FSB know) & those not
already in will have their entry delayed or threatened with delay &
then lots more might come out as in effect a "plea bargain" e.g.
no EU help for Macedonia & Albania & both would near dissolve.
