HTML is actually plain 7-bit ascii. All codes consist of ascii characters.
E.g: This is bold will display 'This is bold' in bold text.
In other words the '' is equivalent to WP's [BOLD On] code ...
So you _could_ write HTML with WP and some knowledge instead of a special 
editor.
