Very possible. Check out some programs.
C96SETUP.EXE Cool Edit 96, An excellent audio editing package, works with
over a dozen different audio formats
Cool Edit is a digital sound editor for Windows. You might think of it as a
paint program for audio, just as a paint program enables you to create images
with colors, brush strokes, and a variety of special effects, Cool Edit
enables you to "paint" with sound: tones, pieces of songs and voices and
miscellaneous noises, sine waves and sawtooth waves, noise, or just pure
silence.

GWAVE324.ZIP GoldWave is a digital audio editor for Microsoft Windows. It
features realtime amplitude/spectrum oscilloscopes, intelligent large file
direct-to-disk editing, numerous effects, and support for a wide variety of
sound formats.

Multiquence is a multitrack digital audio processor for Windows 95/NT. It
features an incredibly fast and easy to use interface. All editing is
performed instantly, which means you can drag-and-drop, trim, copy, and split
files without any processing time! Several realtime effects, such as volume
envelopes, flange, speed, and equalizers, can be applied to each file.
Supports .wav, .voc, .aif and .au digital audio files.

There's probably newer versions of these around, I've had these for quite a
while. There's a few more around that are decent but I forget their name at
the moment.
If you want to get more serious check out Samplitude Studio at www.sekd.com.
The cadillac is ProTools. I use this in a recording studio environment to do
post production. Record all your tracks and instruments, do punch ins. Once
tracks are all laid down, it has complete automation mixdown facility. A bit
pricey for home use though. They have a site www.digidesign.com. Interesting
to see what is available.
This should get you started in the right direction.
