Sure you do, it's called the government, and they want more than 10%. 

Seriously, what has this got to do with anything?  It's not mandatory and
most of that 10% gets used in the church.  And there is people out there
that do actively spend money furthering their ideals that are not
Christians. (quite a few of them)
