Please elaborate a bit more on your question.
Does your friend want to access a PCBoard BBS via Internet?
Does your friend want to setup a PCBoard BBS on the Internet?
Does your friend want to get mail from a PCBoard BBS via Internet?
Anything else?
Excuse my ignorance but I don't know anything about Argus.
Generally though, you can connect to a BBS via Telnet using such
old DOS terminal programs as Telix or {COMMO} as long as the BBS
is set up with an Internet telnet access.
Terminate is a program you certainly know about.
MTEL* and ZOC* are telnet programs available both for OS/2 and Windows
to connect via Internet to a telnet capable BBS.

Holger
