For the single-subject credential, all California teachers are not
required to take the NTE. Some universities are members of a "waiver"
program. Students who earn a bachelor's degree from such a university
need not take the NTE in the subject area of their bachelor's in order
to receive a credential in that subject.
Otherwise, yes, you have to take it. I took it in Math because I do not
hold a degree in that subject. In German I didn't have to take it, since
the university where I received my B.A. in German had a waiver program
in that subject.
