Do you know what kind of USRs they are?  You shouldn't have trouble with a 
USR Courrier.  If the user's are having trouble using USR Sportsters then the 
answer is "you get what you pay for".  Sportsters have a nasty habit of only 
wanting to connect with other USR modems.  Most of the problems can be fixed 
by using the -25 flash ROM.  But as long as their modem insists on a retrain, 
I don't think there's any way to keep the Supra from responding to the 
request.
