I'm not commenting your REXX problems but you can change your programming
environment with just two .CMD files. Use BEGINLIBPATH statement to
dynamically set either \TKBETA\DLL or \TOOLKT21\DLL:
{at}echo off
BEGINLIBPATH=d:\TKBETA\DLL
SET PATH=...
SET INCLUDE=...
etc.
