To be honest, my comfort level on something as serious as changing policy
itself should require a manditory participation on the *C level, and a 2/3
(two thirds) affirmative vote required to enact the change.

You would probably see this as too high, but a mere simple majority of 10%
of the eligible voters would undoubtably create problems later on any
adopted policy in that "it wasn't voted by the "majority" of
all C's, so it isn't truly ratified" would be the battle cry of those
who later decided that they disliked it, or weren't in their positions and
"eligible" when the vote took place.

These proposed now are simple changes... the later ones won't be... if the
process is to be set down, it needs to reflect a "clear" majority
of "ALL" the eligible voters, otherwise will always be surrounded
by controversy.
