It's a feature.  OS/2 2.1 software checks to see if you're using OS/2
version 2.  If it found anything other than 2 (like 1 or 3), a lot of it
would refuse to run.
 
Did you ever, back in dos, upgrade to a new dos version and find that half
your software wanted your upgrade money too?  The guys at IBM didn't want
to deal with that...
