Hmmm....  I believe I'm running the same way on my static IP account as I was 
running on my dynamic IP account.  My ISP is sending the static IP address 
for my assigned IP address, so I didn't need to make a change for that.  If 
your's isn't sending that info, then you need to set that up in your control 
files.
Have you tried the "dial other internet providers"?  Once you figure out that 
setup, you should be able to modify your command line setup.  There is a spot 
to enter your static IP address in the PM configuration menus.  [I don't have 
to make that entry with my connection.]  What does a "netstat -r" show after 
you are connected to your ISP?  Do you have "defaultroute" in your .CFG file?
I will admit that I have to go into my ISP with a script that's not the 
normal, since the slattach command I'm using doesn't give control back to ppp 
before the ISP times out on the initial CHAP or PAP negotiation.  [I actually 
have the script log in to the ISP and start up PPP as part of the slattach 
commands.]
