  Yes -- the intent was primarily to make changes in the manner that P4
  can be amended.   Once that has been done, then other issues can be
  discussed and proposals drafted one issue at a time (perhaps in
  parallel) *AND* can be brought to a vote more easily.

  The change to 1.3.1 had already been proposed previously as a single
  issue change -- but there was never any response to it.  Since it is
  an obvious and non controversial change, we included it.

  Actually, 8.7 is not changed but remains as it was before.
