No.  The menu configuration for DOS is essentially choosing different sets of 
add-in drivers and suchlike to load.  The underlying operating system kernel, 
DOS, has already been loaded by that point.  It's quite hard to persuade an 
operating system kernel to load the kernel of a completely different 
operating system.
If you want to have DOS and OS/2 on separate drives, then the answer is to 
use Boot Manager.  It is supplied with OS/2, and full instructions for its 
installation and use are in the "up and running" manual.
