The production people, I guess.
Don't think those were Maquis ships.  Remember back to TNG's "Preemptive 
Strike":  the Maquis are using Peregrine class courier vessels they 
"appropriated" from Starfleet.  I would have to assume that those ships were 
still in Starfleet service with Starfleet crews.
