By design:  The heat tape wires are in metal pipe surrounded by concrete.  
The conduit pipe sicks out through the aviary wall and protects the wires out 
as far as Fran wishes.
           ... but I bet someone's Cockatoo could do it ...
I am hesitating on the concrete encasement step since I tried that last year 
and was not sucessful.  I fired up the pipe and is it is toasty!
