"heap" is a bad term here.  The only reason max/2 uses it is
because that routine was originally written for max/dos with Turbo C,  
where such information actually has a meaning.  When I ported it to os/2, I
plugged in something for compatibility;  the function will actually lie if
Dos16MemAvail() returns less than a certain value,  since certain parts of
maximus make decisions based on the amount of "core" that is
available to the C runtime library --- this is not an issue under
OS/2,since the OS will always create the requested memory space for you.
