The most reliable (and legitimate!) source for these header files is
the IBM Developer Connection CD, which contains the OS/2 Developer's
Toolkit 1.3. It will also contain the PRCP.INF documentation for them.

If you want to subscribe to the Dev Conn CD, I suggest you join the
IBM Developer's Assistance Program (or DAP), which entitles you to a
discount of about 40%.
