Where is your problem? In P4 itsself is written "you need not to break
a law to be annoying". In the same way a ZC can be annoying to many
people without violating a law or policy, and it is appropriate to replace
him/her.

Please regard, it is not the case that someone can stand up and simply kick
the ZC. He has to get a sufficiant majority behind him. And if he manages
to get such a majority, his case surely has merits.
