I don't think so.  The recognition for a busy signal is built into the modem. 
Unless you can find another modem which recognizes the modified busy signal, 
you'll just have to tell the phone company about it and see if they'll change 
it back.  Who needs a message over top of your busy signal anyhow?  Everyone 
knows what it means!  Hmmm, maybe they could have the voice come in after 5 
seconds or so, for those people who have never used a phone before. :-)
