JUST cellular.  They DO sell the unblocked models to 'authorized' users, but

You can argue the point as much as you want, but NO Judge would be stupid 
enough to authorize a blanket cellular monitoring warrant using a scanner, 
except maybe AFTER Martial Law is activated.

Ah, so you DO agree with me, that it is NOT legal to monitor cellular freqs 
with a scanner.

My point exactly.  Warrants target a SPECIFIC cellular phone, and the 
Government has the equipment to do just that.  They DON'T need scanners 
capable of monitoring cellular.
