Not inconsistent.  Up for seven months, down for five.  Also specifically
refers to "new" houses.

I'm never sure about this particular statistic.  It may not reflect the
value of any given house, just that in bearish times people tend to move
downmarket.  More transactions for less expensive properties lowers the
average transaction.
