Download a file called 'prcp.zip' or '16bitinf.zip' from your local BBS.
It will unzip a file called 'prcp.inf'.  This is the IPF help file for
the OS/2 16-bit functions.  VIO, and Control program functions are
included in this file.  Every OS/2 board I've been on has it, as well as
a good chunk of the DOS boards that have CD-ROM's.

... A "program" is used to turn data into error messages.
