Not if that's all you have. Again wrt suicide bombers it's a matter of
getting in close. Personally I have no idea why they've not pulled people
out for serious sniper training as esp temporary checkpoints & snipers
don't go well together plus in many ways (esp for those in the west bank,
snipers are much scarier than suicide bombers.

Given violence is violence, politics is politics etc as you are appear to
be slowly coming round to is Iraq more of a crime than 9-11 given the
levels/numbers of dead?
Or are neither crimes but both stupid & unjustified?
