I had heard that he had said something different than was reported so I
looked. I found the references to the opposition boycotting to be
interesting though.

My gut feeling is he was trying to tweak the opposition parties. If you
boycott the elections then I'll ask to be allowed to be President for
another xxx years, but either way I would hope the Constitution there stays
intact. Election once with one succession before sitting out a term is
reasonable ( although I prefer our two term limit on the President).

Latin and South America don't exactly have a strong history of democracy
though .
