My boat is a lot lighter than yours, I think.  24' 2700 lbs.  I have a
4 hp Mariner that pushes me along fine at about 5.5 knots.  "Hull speed"
is about 5.7 knots.
A friend has an Abbott 33, which weighs in at about 6000 bls.  A 7.5 hp
pushes him along at close to six knots.
You must be losing a lot of your 7.5 hp somewhere....
