Well, big retailers can afford to waive the fee the banks charge since they
work with a larger margin and get charged less bythe banks due to theri
large number of transactions. A small dealer like me on small margins cant
absorb the 3.4% bank fee (on a $2000 computer the 3% would be almost my
entire margin). If i wanted to I could just build the 3.4% into my prices
from the outset and noone would know any different,  but I prefer to be
upfront and state the fee. After all people dont have to use credit cards,
there are cheques and cash or direct deposit options too.
