Now that I think about it, you could have extended outbounds defined in
BINKLEY.CFG - picture statements like:

OutboundZoneKludge 1 c:\bink\outbound.001
OutboundZoneKludge 2 c:\bink\outbound.002
OutboundZoneKludge 9999 c:\bink\outbound.100

Or something like that. There's be lots of newbies who didn't define their
directories, but that would allow high zone numbers.
