Illegal to manufacture here however there are thosde that make 
a very decent living recovering Freon from used and discarded
appliances.

 I thought it was because it drifted into the ozone layer where it
 worked as a catalyst to break down the protective ozone layer.

The loss of the ozone layer is a demonstrated fact and clorine
liberated by photochemical reactions with flourocarbons is an
acknowledged cause of that destruction.
