Who decides who I'm going to hear? I do find it odd to flip from one
station as a song ends just to hear the same song at a different point on
the next station.

Radio 1 at night is quite good (John Peel et al) as there ou can escape the
teeny bopper/rap & find music you haven't heard before.

Says it all about the music industry in the UK when you have to appeal to
the  "very young teen lesbian" look....to sell music....
