It was never documented.  It's either on or off, depending on whether the
word is uncommented or commented.  If uncommented, binkley will disconnect
the calling node if it is not listed in the current compiled nodelist that
it's reading.

That would effectively block all points and any zone or net not in FidoNet 1-6.
