 The Canadian Federal govmint used to offer equal 'Family Allowance' 
 payments for children in a family based on age.  They later changed 
 to give double the amount for the third or fourth than the first two.  
 This also was true of the claimed dependent amounts for Income taxes.  
 This was even more extreme (3x-4x?) in Quebec.  While not an explicit 
 'incentive' since obviously expenses easily outweighed these benefits, 
 critics claimed that was the intent.
