I guess there's no real purpose - only to allow developers (those
interested) to choose a unique ID so we don't end up with two different
programs using the same ID (I'm sure this has already happened, but..)

Which wouldn't possibly work if it was all free-format - so, yes,
extending/fixing/updating the specification I have no problem with, making
it free-format, I do have a problem with.
