   What is ...

    ... the OS/2 Developers' Toolkit ?

Available separately, this comprises the header files, link
libraries, sample source, API reference, and PM utilities for OS/2
      development. IBM part number 61G1416.
___--------------------------------------------------------------------------

It only provides header files for C, C++, and assembly. No PASCAL.

You'll have to lobby your PASCAL compiler vendor(s). There certainly
aren't any PASCAL language bindings for SOM yet.

It all depends how much work it would require to construct a working
SOM interface. The C language bindings use pointers, structures, and
a *lot* of preprocessor macros, for example.

The easier part will probably be the emitter for the SOM compiler.
The more difficult part will be working out how to use the SOM
run-time from PASCAL in the first place.

But this is a problem for the writer of the compiler(s) really.
