Hmm.. isn't it easier to have FD answer the phone, then exit to the mailer? 
oh well.. but in response to your question, the Express doesn't have 
Non-volitile memory.  If you wanna shut your speaker up, you can either do it 
perminantly by breaking it (and killing your warenty), or just have RA or 
whatever controls the modem when it isn't connected send the m0 command every 
time it re-initiallises the modem (On my system, fd does that every few 
minutes).
