When I try to print a half-page document using the OfficeJet 9100
driver, I get pages and pages of mostly garbage starting with "HP-PCL XL
. . ."

According to the specs on the HP Web site, whereas the 91xx series have
PCL6 and PS3, the 71xx series have only PCL3 and no PostScript, so there
may *not* be any way of using this machine with OS/2. Back to the Epson
for color printing from OS/2, I guess.
