I posted some of the communication with ECS.  ECS finally said that 
maybe there is a problem with the MB, but I should take it up with the 
vendor.  The vendor says they are just a go-between with the 
manufacturer.  The vendor is PartsPc.com.  Communication with them has 
been even less meaningful.  Below is my final message to them.

I ordered a motherboard with processor and memory.  It has several
symptoms that make it unusable for me.  I have attempted to
communicate this to you but you have not replied to any of my specific
concerns.  I also asked if there was a different board I could try.
Again, no response.

You offer two choices.  One, I can send it back to you, you will test
it and if you find nothing wrong you will return it to me with a
service bill and shipping charges.  I paid extra for you to test the
system before you shipped it.  You apparently tested it an found it
functional.  Why do I have any reason to believe you would you find
any problem with it next time.  I also paid extra for sales service
that included "hot swap" RMA.  Now you say you do not have such service.

As an alternative you say I can return it and pay a restocking fee.
But, it says send it to Texas.  Any negotiation regarding refund would
be difficult across state lines.

Both of these options seem to be throwing good money after bad.  I
think the best way to cut my losses is to salvage what parts I can,
get another board somewhere else, post my final report with the
on-line user community, and write it off.

And, this transaction started with a bait and switch.  After I placed
the order on your WEB site, you called and raised the price.
Meanwhile, the parts you shipped are being sold at a local, walk-in
store for less than your original price.
