Things to try:

1-Browsers make terrible downloaders. They can't resume an interrupted
download. They can't preserve the timestamp of the original file. They
aren't focused on doing well a single task. Try a downloader instead.
For everything and anything that matters, including new Mozilla builds
many times a month, I use wget.

2-Shut Mozilla down, go to your profile directory, check the size of and
then delete downloads.rdf. Report back its size and your result.
